Yes, I know that. That's one big reason why the system is unlikely to change. The only way to bring about change is to have genuine campaign finance reform and control lobbyists. I see no way that is going to happen in the corrupt system we have. I also don't think that term limits will accomplish much of anything. Maybe I am too cynical, but I see little hope of much of anything being done to make things better. Call me a pessimist. I really like your FDR quote, by the way.
