I guess it would, in a sense (Though whether that is a good or bad thing depends on point of view.) I wouldn't want to make it a big difference (Maybe the highest payouts would be something like 1.5-2x the lowest) The main reason I would want to adjust it this way is to use the money more effectively for keeping older people financially stable, which is what the original purpose seemed to be for. (people with lots of money would thus need less social security.)
Whether or not it was intended though, your post did get me thinking while writing this one that merging a lot of the payout programs together (Children, unemployment, etc.) could probably be merged together in some way, which would fit with some of the rest of the stuff written in the platform.
If you really want to simplify redistribution, how about a negative income tax?
