Asians and Jews are not considered "minorities" by most educational institutions, because they are overrepresented in honors classes in primary and secondary schooling and admission to elite colleges and universities.
If a program consists mainly of Asians, then they would obviously not be counted as minorities in that sense. Asians however do not make up a large portion of this program (nor the United States) and are considered minorities, as they should be.
