Except he has stated multiple times he would allow businesses to discriminate against races, which is the entire point of the act.

    No except....

It was mainly about Public businesses discriminating back then too, and how much chance do you have if you have government setting the racist example.

He's talking about government having no business in PRIVATE businesses when it comes to choice. This means if a white guy's racist, can deny entry to black folk. At the same time, a black man owning a business could choose to not allow racists in. Besides, in this time and age..if you see business doing racists practises, it would soon be boycotted and out of business anyway, since it's only targetting a mini target audience.

The private business part is but 1 out of 10 parts of the act. What are the rest of the points, excess lettering?
Do some more research for crying out loud.

Wishful thinking at least, speaking in code at worst.

That first issue was settled with Brown V. Board Of Education, it was just that the South was being itself and not enforcing it. All the 1964 act did in that regard was reinforcing the court's decision.

And maybe a few years ago I would think so, but I'm not so sure now(ESPECIALLY with those acts in Arizona), and why even THINK about reallowing racial discrimination in the first place?

But it was the most important part of that act, not that the others weren't important, it's just that without Part II, the act really wouldn't have been as crucial as it is today.

Jim Crow was enshrined in law, because Southern states knew that people who wanted to make a buck would serve blacks. Those laws never should have existed.

Racial discrimination occurs because of racial differentiation. The act, as it were, further codifies race. The U.S is a different nation now than in the civil rights era, despite what the S.P.L.C and A.D.L would like us to think. Direct action and acknowledgment can very easily perpetuate an issue or worse create other problems. This is Rand Paul's rationale here, or at least my interpretation.
