The CIA is kind of like Madoff's ponzi scheme. On the surface you have a legitimate business, with a "respectable" and "successful" person at the helm.
Then you have the Russian Mafia investing in Madoff's scheme. Then you have the respectable fund managers investing in the scheme. Folks on Wall Street were well aware it was a dirty operation for years. Yet they maintained a don't ask don't tell element of plausible deniability. Repeated attempts by whistle blowers fell on deaf ears.
