    It doesn't seem like such a bad law. At least it might teach those who blow off their horn to deal with things in a more rational manner. It's not as bad as other laws:

    China
    - To go to college you must be intelligent.

    Ireland
    - Any person who shall pretend or exercise to use any type of witchcraft, sorcery, enchantment, or pretend knowledge in any occult or or craft or science shall for any such offense suffer imprisonment at the time of one whole year and also shall be obliged to obscursion for his/her good behavior.

    South Africa
    - Young people wearing bathing suits are prohibited from sitting less than 12 inches apart.

    Switzerland
    - It is considered an offense to mow your lawn on a Sunday, because it causes too much noise.
    - It is illegal to flush the toilet after 10 P.
    - A man may not relieve himself while standing up, after 10 P.

    California
    - Animals are banned from mating publicly within 1,500 feet of a tavern, school, or place of worship.
    - No vehicle without a driver may exceed 60 miles per hour.

    Minnesota
    - It is illegal to stand around any building without a good reason to be there.
    - A person may not cross state lines with a duck atop his head.
    - It is illegal to sleep naked.
    - Citizens may not enter Wisconsin with a chicken on their head.
    - Oral sex is prohibited.
    - All bathtubs must have feet.

    New York
    - Citizens may not greet each other by “putting one’s thumb to the nose and wiggling the fingers”
    - It is against the law to throw a ball at someone’s head for fun.
    - The penalty for jumping off a building is death.
    - A person may not walk around on Sundays with an ice cream cone in his/her pocket.

    The sad thing is that each of these things has probably happened with disastrous consequences, possibly multiple times, for them to be considered important enough issues to have laws banning them.

    Beware: many of these so-called ludicrous laws are urban legends, if not most of them.

    Well, Missouri is trying to make it illegal for employers to force employees to get microchipped.

    Also, in the reason why the American ones at least are believable is because the legislative process in states is typically much, much faster than the federal government, allowing all sorts of crazy things to get passed in the blink of an eye.

    Well, it's not THAT ludicrous.
