    Usually by who they consist of, who they target and the means they use --- non-state actors, use violence directed at civilians for political goals.

    Unlike Canada, where the separatists were actually allowed to run for elections and subsequently lost the referendum on the separation of Quebec. The Basque Batasuna is not allowed to run for elections and thus pursue their goals through institutional means. Spain's federalism is also very asymmetrical - not all provinces have the same rights and privileges. Will look into that more. An interesting question.

    I wouldn't say this was or wasn't successful. It depends how things flow out of it... sometimes the group identity is what continues operations, and if you kill the group, you kill the operations. But sometimes groups embody dissent, and dissent doesn't go away when you kill the group.

    I don't know enough about it to comment on this particular situation (what I do know is vastly out of date - I read the US State departments books on terrorism, but that was a decade+ ago), but almost anytime that someone is fighting for their homeland, the only two things that end up mattering is a reversal in rights/governance, or an improvement in QOL. Note that both are marginal improvements, so even if they don't get as many rights as they would of had before 'occupation', or their QOL wasn't as high as was, improving either is good enough. It can be a case of hammering the thumb, then stopping.

    Are next for what? More bloodshed? How much more blind hate for a sovereign entity does it take to finally grow a conscience/conscious. Sovereignty is not granted, it exists. If a 'Shaw' was never inserted in Iran while they had a perfectly good democracy as is, things would be just fine today. cowboys and indians i guess.
    everyone uses every function about evenly. take NE for example. if there are those who don't use it much, then why are there such massive amounts of people constantly flowing through Wallmart with 20 items or less?
