Default Lost & Found - most honest city?

Reader's Digest did a study, 'losing' ~30 cellphones in different public places in cities around the world. Some sampled, I believe, were Toronto, Canada, Ljubljana, Slovenia, Seoul, South Korea, Mumbai, India, NY, USA....

Which city returned the most cell phones?

...and the winner Ljubljana, capital of Slovenia,
The smallest of the 32 cities which the study targeted. They cautioned that it wasn't meant to be scientific.

    Still...it raises questions:
*What makes a nation's morals? As a collective? Is there a collective?
*Obviously national unrest (at the political, economic, religious level esp.) plays a part.
    *greed? Capitalistia?
    * would it be the same if a wallet was lost? With $30 bucks?

** what would make a nation honest?

And, Toronto, Canada came in 2nd place. We are awsome!

Sense of Community... that there is a "whole" and that body is important. I think that belief (or extent to which people believe that) plays the largest factor

That's fuckin' moonwalkin' banana trips me out. I keep it for its irritation level.

Hm, SourApple [no stab at your avatar]: What does 'body is important' imply?

I would agree with the concept of sense of community, and, it seems rational that a small city would have a tighter-knit focus towards community. But, Toronto is pretty big, and pretty multicultural. Wheat defines a 'sense of community'?

    Tokyo! spent 2 months there.
Went there twice, they'd keep a full wallet for you.
A friend of mine left lost his gloves, came back a year later, they returned it to him in a plastic bag.

What makes a nation honest? I suppose this kind of honesty has nothing to do with truth so much as justice.

Well, I suppose a community vs. self-focused outlook would contribute to this, as would a tendency to be satisfied with what you already have rather than feeling pressure to get more and more.

I've lost my wallet containing all my ID and Credit Cards in Canberra, the Capital of Australia, a number of times, and had it returned within a day.

I don't really deserve it 'cause I am very absent minded.

You'd think the gods would punish me, But instead they have sent a Guardian Angel to watch over me.

I am told a special Guardian Angel is sent to watch over drunks, children and the absent minded - lucky for me.
