    I prefer having a separate Executive and Legislative branch. In most instances the vice-president would be sufficient for ceremonies (its not like he's good for much else), but this ceremony was more important than most-personally meeting with the award recipients while pledging not to miss this particular ceremony again would defuse the situation, I think.
