Can one ever be "slightly terrified" or "a little bit exhausted"?

Wouldn't that just be "scared" and "tired"? Why does there seem to be a tendency to make everything LARGER THAN LIFE - using strong adjectives (watered down by adverbs) to describe relatively weak phenomena?

Is this a reflection of our current culture? Or is it just a thing and "whatever dude, you're thinking too much about this"?
