Experience from having professors who speak English as a second language. I take note of the important words, and ignore the structure.

Let me translate for you.

How do you tell if the person you're talking to is paying attention to what you're saying?

A. I ask questions in order to hold their attention, and often don't make eye contact.
B. I try to make eye contact, and usually ask questions to get an idea of how they perceived what I said.

I'm not 100% positive that's what was meant, but it seems like a good guess.

Basically, they're trying to figure out if you tend to rely on their words (verbal communication) to find out if they're paying attention to you, or where their eyes are focused (nonverbal communication).
