If someone thrives on going places and doing things every day, yet they are not very social... does this make them extraverted?

If they prefer going to places and doing things by themselves, no.

Even with people, they could still be introverted. They could just prefer smaller groups and such.

But wouldn't it be outside stimulation, just not necessarily people oriented?

It's more so preferences of social interaction more than anything.

So, I guess both would play important factors.

A preference is just a preference, anyone with strong Se will likely feel that way. If interacting with external stimuli energises them (with or without people) and being static drains them then it's likely related to being an extrovert. Otherwise it tells you nothing.

The ISxPs I know are very physically active people, they enjoy it immensely, but at the end of the day they need their alone time.

and not just Se, i'm like that too. i have a personal rule that i have to have a drastic change in scenery / some kind of "adventure" at least once a day, otherwise i feel like crap and get mopey and restless. i get energized by exploring and "recharge" by tuning into external sensory stuff. long bouts of internal processing gives me headaches.

i suspect it's both Se and Ne. we flourish given external information.

Indeedy. Se and Ne have similarities as they want to engage adventure and new experiences, Se is just typically a lot more physical in those pursuits.
