1. Buy them pre-shredded.
2. Food processor.
I highly recommend the latter. I went a long, long time without one.. and recently got one for some raw food experiments and I cannot believe I never had one before now. They're amazing. I can buy bulk blocks of cheese and have lazy shredded cheese on the cheap. Or I slice up a bunch of vegetables and grate them and freeze them in bags and just dump them into various recipes frozen.. Or steam them and eat them.
