Despite the fact that many people consider it an essential item and panic if they forget it on a hiking or backpacking trip, toilet paper is often unnecessary. Many natural materials often work better. Animals often dig up buried TP. Burning it could accidentally result in a forest fire in drier areas. Packing it out is just not very pleasant either.
