I don't know what it's like where you're from, but there are plenty of choices here. Some people choose the cheap, easy and unhealthy. So what? Let em.

Well, rather than investing all that money in the implementation of such a law, why not make healthy food more affordable? I mean, come on? 3-5 dollars for vegetables and fruits on average?

Personally I think you can't just focus on the food aspect. Unfortunately it's only part of the problem (major part granted). I think things like work/life balance, stress levels and how folks on a cultural level deal with that, also need attention.
I just quit a job, because I literally thought it was killing me (a trip to ED because I had chest pains at 35 was enough to convince me.) It was a little on the extreme side, and I had no time to cook meals from scratch. Let alone spend a couple of hours at the gym, or my favorite exercise, walk lovely long distances to far away landmarks.
I think if people had more time to eat, and play, I don't think we'd be having the same problems.
Currently submerged under an avalanche of books and paper work. I may come back up for air from time to time.
Real life awaits and she is a demanding mistress.
