    It's as @Mole said, genius is partially defined by culture. In fact, I'll go one further and say that a genius can only be be named by culture. Even though we associate the word with IQ or intelligence, Genius is an avatar of the archetype of the Fool, or the Trickster. An unintelligent genius would be an idiot savant or a child of nature.

    Culture decides what genius is, because part of the definition of genius is being able to see things of value outside of culture itself, what the cultured cannot. Culture needs a way of conferring legitimacy on these people and their gifts.
