What about the best music from a game that you never played?

For me, it would be the music from Outkast (featuring the Moscow Symphonic Orchestra). It apparently had a voxel based graphics engine. It looks pretty good for a 1999 game.

This has to have been mentioned before, but EVE-Online has a beautiful soundtrack that is perfect for the environment in which it is based (space):

There is a trend that we tend to prefer that which we are repeatedly exposed to. Hence people may actually be attached to themes that aren't that great, simply because of the emotional attachment to the rest of the game. An example is why on youtube, many people say they prefer the Mass Effect soundtrack over the sequel - even thought he quality in the sequel is much better.
