They want the government to build infrastructure, and then to abolish the government at some indeterminate point in the future.

But on that logic, how will their self-governing utopia compete with other states which still have a government investing in infrastructure?

There is always the Mongol or Hun method. Ravage the place, plunder their gold, rape their women and leave a sea of skulls in their wake. The ordered neighbour is a twisted ruin and the self-governing utopia stays happy for a few years.

Who said anything about a professional army? Just get the population to take up arms, turn their ploughshares into pikes and their trowels into blades. Tell them that gold, spices and perfumes of every fragrance await the ones who charge into battle first.
