I voted "no" because, while I feel there is more to the universe and existence than what is strictly empirical, "higher" is a comparative term insinuating the existence of something separate from the universe.

In plain terms, I believe more along the lines of the Buddha being the universe than a God/Allah/etc. character who up and created himself a universe.
