i dont think the intent was to lump those together, but to proactively encourage people in that list to apply if they thought they were at a disadvantage for those reasons.
it is a lot like saying "it's okay that you're XYZ", the person in reference might take offense because it implies that the validity of the contrary is possible enough to warrant affirmation. however, most of the time, this is usually caused by the "offender" making an [inaccurate] projection of discrimination onto the "offended", and thus intention is to remove that out of consideration... which is pretty harmless, in my opinion.
